Himachal Pradesh is set to begin a special enumeration of its snow‑bound villages and areas starting in September 2026. The move, announced by principal Census officer and director of Census operations Deep Shikha Sharma during a press conference in Shimla, aims to capture populations that are hard to reach during the regular census period because of harsh winter conditions.

The state has identified 6,903 snow‑bound villages and areas for this advance enumeration. These locations experience severe winters that often render roads impassable, making it difficult for census teams to visit during the standard schedule. By conducting a separate count in September, the Census office hopes to ensure that no community is left out of the official population tally.

Sharma explained that the regular census window coincides with the peak of winter in many of these regions, when access routes are either blocked or unsafe. The special enumeration will therefore take place when weather conditions are more favourable, allowing enumerators to reach remote hamlets more easily.

The exercise will be carried out by the Census operations team under the supervision of the principal Census officer. It forms part of the broader effort to compile a comprehensive demographic picture of Himachal Pradesh, which includes both densely populated urban centers and sparsely populated mountain villages. Accurate data from these areas is crucial for planning targeted development programmes, allocating resources for health and education, and improving infrastructure where it is most needed.

Officials have indicated that the special count will follow the same methodology used in the mainstream census, ensuring consistency in data collection and analysis. The findings will be integrated into the final state‑wide population report once the regular census cycle resumes.

The announcement underscores the state’s commitment to inclusive enumeration, recognizing that even the most remote settlements play a vital role in the social and economic fabric of Himachal Pradesh. By addressing the logistical challenges posed by winter, the Census department aims to deliver a more accurate and representative snapshot of the entire region.
